You passed the exam. Your license is in your hands. A friend asks you to help them sign up for a health plan on Covered California, and you say yes. Then you try to log in as an agent, and nothing works.
Here is why. A California insurance license lets you sell health coverage in the state. It does not let you enroll people through the state’s marketplace. That takes a second approval. This guide shows what your license covers, what it leaves out, and how to close the gap.
What a California Insurance License Lets You Do
The California Department of Insurance (CDI) issues your California insurance license. It shows you meet the state’s rules to sell insurance. It does not connect you to any one marketplace or company.
What the California Life & Health Insurance License Covers
The California Life & Health insurance license covers two lines: life and accident and health. The health side lets you sell individual plans, group plans, and senior health products. A person with only an accident and health license cannot sell life or annuity products. A life-only license does not meet Covered California’s rules at all. That detail matters later.
California Pre-Licensing Requirements in 2026
The rules for getting licensed changed this year. A new law, AB 943, took effect January 1, 2026. It removed the 20-hour pre-licensing course for most insurance lines, including life and accident and health. The 12-hour course on ethics and the California Insurance Code is still required. So are the state exam and fingerprints. Fingerprints come after you pass the exam but before you apply.
If you finished an older 32-hour course before 2026, that certificate stays good for three years. These California pre-licensing requirements get you licensed. They do not get you certified.
What Your License Does Not Include
Covered California is a state-run marketplace with its own rules. Holding a license does not put your name in its system. Until you are certified, you cannot enroll people through it. You also will not show up in its public agent search. Certification covers both the individual market and Covered California for Small Business.
How to Become a Covered California Certified Agent
Think of this as a short checklist you finish after you are licensed.
- Check your license. You need an active California Life & Health insurance license, or at least an accident and health authority.
- Sign the right agreement. Independent agents sign the Agency Agreement and act as their own agency manager. Agents who work for an agency sign the Non-Monetary Agreement.
- Wait for the license check. Covered California confirms your license with CDI. Allow three to five business days. Your status moves from Pending to Eligible.
- Finish the online training. You will get an email with a login to its learning system. The course covers plans, eligibility, and the enrollment tools. Training was free in the past, but check the current cost.
- Reach Certified status. Once certified, your profile appears on the Covered California website so shoppers can find you.
Mistakes That Slow New Agents Down
- Treating the license and certification as the same thing. They are two separate approvals.
- Holding the wrong license. Life-only will not work here.
- Signing the wrong agreement. Check whether you are independent or work under an agency.
- Starting late. Open enrollment usually begins in the fall, and certification takes a few weeks to line up. Start early.
Your Next Step
A California insurance license opens the door to selling health coverage. Certification opens the door to the marketplace. You need both. If you are still studying, finish your 12-hour course and plan your certification right after. If you are already licensed, visit the Covered California agent page today and start your application. Clients will want an agent who is ready before enrollment begins.

No. You need the same license plus Covered California certification.
2. Is certification part of the pre-licensing process?
No. You complete it after you hold your license.
3. Can a life-only agent get certified?
Not yet. Add accident and health authority first.
4. How long does certification take?
The license check takes three to five business days. Training time comes on top of that, so plan for a couple of weeks.
