But the decision leaves Russia with a chance to play in the tournament, as it will be held in Qatar, “on neutrality” – something that has left FIFA’s governing body facing an unprecedented situation. Taylor said FIFA has the opportunity to use such a method and will allow pure Russian athletes or athletes to apply for competition as neutral. A FIFA spokesman said they had asked WADA and the Association of Summer Olympic International Federations (ASOIF) to clarify how the ban affects Russian football teams. If the Russian anti-doping agency (RUSADA) appeals, the case will be referred to the Court of Arbitration for Sport.
The sanctions against Russia, which played in the 2018 Football World Cup, also barred the country from hosting major sporting events or applying to host new events for four years. But the decision does not affect St Petersburg, which hosts the pan-Continental Euro 2020 and 2021 Champions League finals.
